About Dr. Roseann Mikos

  • 29-year Moorpark resident and homeowner.

  • Councilmember who lives in Eastern Moorpark (Campus Park West area).

  • A lifelong educator (30+ years) who has worked at all levels from Kindergarten through University; and for numerous private business, industrial, and military clients.

  • A career business woman who operates two businesses out of her home, a training, education , and proposal development consulting practice (since 1983) and an internet related direct marketing business (since 1999).

    Her consulting practice involves developing training and performance support programs for business, industry, government, or military clients. Part of her practice also involves proposal and grant writing.

  • From 2005 to present: wrote or participated on a team in writing winning grant, contract, or award applications for a variety of California non-profit or for-profit business clients worth more than $21 Million to the collection of organizations, including:


    • Homeless Per Diem Program to provide 20 beds for homeless veterans at a regional non-profit corporation's residential facility, plus a van to help transport veterans to supportive services (from U.S. Dept. of Veterans Affairs).

    • Even Start Family Literacy Grant for an elementary school in Los Angeles County, CA; funded by the California Dept. of Education.

    • Distinguished School Award from the California Dept. of  Education for an elementary school in Orange County, CA.

    • Markley Cove Concession, awarded by the U.S. Bureau of Reclamation for one of the concessions at Lake Berryessa, CA.

    • Targeted Year Round Overnight Emergency Shelter Program For Families, funding 24 beds for a homeless provider in the City of Los Angeles, CA (from the Los Angeles Homeless Services Authority).

    • Jobs Through Education Support and Training in Child Care Careers Grant funded by First Five (Los Angeles) to an LA area non-profit corporation

  • Locally from 1999 - 2005: wrote winning grant applications for Moorpark College worth more than $6 Million to the college and local community.

    Many of these were collaborations with the Moorpark Unified School District. Many of the grant topic areas have been focused around the innovative “learning community” approach to teaching and learning and include:

    • Teaching Technoliteracy
    • The High School at Moorpark College (2 grants)
    • Teacher and Reading Development Partnerships (from Kindergarten through University
    • AmeriCorps Teacher Training
    • California Learning Communities Network—Pathways to Higher Education (an effort with statewide impact)
    • Smaller Learning Communities at Moorpark High School  
    • Workforce Instructional Equipment Grants in Health Sciences, Multimedia, and Biotechnology
    • CNA (Certified Nursing Assistant) Opens Pathways to Healthcare
    • California Learning Community College Network Grant

    • Tech Prep Demonstration Program (for High School @ Moorpark College); 2 grants from U.S. Dept. of Education

    • Tech Prep Local Networks and Collaboratives Project (California Dept. of Education and California Community Colleges)

  • Served as Moorpark College's first full-time grant writer in the 2000-2001 academic year; and, again from August 2002 through August 2005, until the budget crisis at the Ventura County Community College District forced her lay-off.

  • Accepted a faculty appointment to be Project Director for the California Learning Community College Network Grant, a three-year grant at Moorpark College from 2001-2004 (effective August 14, 2001).

    Due to the state budget crisis, this grant was cancelled by the State of California after only one year.  So,  Dr. Mikos returned to her prior position as Resource Development Coordinator/Grant Writer, as noted above.

  • Returned to her independent consultancy practice in September 2005 to provide training, education, grant/proposal development, and performance improvement consulting to both private and public sector clients.

Fox Canyon Ground Water Mgmt Agency

Dr. Roseann Mikos served as the representative for all cities located in the Fox Canyon Ground Water Managment Agency (FCGMA) Boundary (Moorpark, Camarillo, Oxnard, Port Hueneme, and Ventura) for two terms (2001-2005). She continues to monitor FCGMA activities and was active on the meter committee through April 2006.

The FCGMA is a "watchdog" state agency created to monitor and protect the quality and quantity of ground water in its jurisdiction. It sets and enforces policies to protect our ground water.

Community Action of Ventura County

Dr. Mikos represents the fourth supervisorial district, as the public member appointed by Supervisor Peter Foy on the board of Community Action of Ventura County [CAVC], Ventura County's local poverty fighting agency since 1965, and formerly called the Ventura County Commission on Human Concerns).

This organization helps less fortunate Ventura County residents to become self-sufficient by providing needed services such as rent or utility assistance, food, legal services, and the like.

CAVC's mission is "Helping people through advocacy and services which promote dignity and self-sufficiency."

Committee Appointments

Citizens Transportation Advisory Comm.

Dr. Mikos was appointed by the Moorpark City Council in 1998 and served on this county-wide committee (CTAC) for two years, to represent Moorpark on issues related to public transit and other non-automotive related transportation issues. Once elected, she was no longer eligible to serve on this committee as a private citizen. (

Now she serves on the Transportation, Policy, and Program Committee [TPPC] for elected representatives in the county.)

Transportation is a critical issue in California, Ventura County, and Moorpark. Old solutions that utilize ONLY roads will not solve the mobility problems of the future. We must combine road improvements with creative transit-friendly concepts or we will end up paving over everything that we hold dear—only to create more and bigger traffic jams.

Santa Monica Mountains Conservancy

Since being elected to the Moorpark City Council, Dr. Mikos is the appointed member representing Moorpark on the Advisory Committee to the Board of the Santa Monica Mountains Conservancy (SMMC).

Since 1992, Roseann Mikos has also served (and continues to serve) as a volunteer docent for the Santa Monica Mountains Conservancy/Mountains Recreation Conservation Authority (SMMC/MRCA), leading hikes and mountain biking treks in Happy Camp Canyon Regional Park and other parks in the "Rim of the Valley" trail corridor.

She leads at least one hike or mountain bike trek per month. These excursions range from easy 3-mile loops to 12 mile round-trip all day events. The most common are 3-mile or 8-mile hikes or 10-mile bike trips.

If you have never had a guided hike in Happy Camp, it will be a welcome and pleasant experience for you.


Community Organizations

Save Open-space & Agricultural Resources

Dr. Mikos is the leader of the Moorpark SOAR effort, co-author of the Moorpark SOAR initiative, and co-architect of the strategies needed and successfully applied to (1)qualify the Moorpark SOAR for the ballot and (2)get Moorpark people the right to vote on both SOAR and the controversial and ill-advised Hidden Creek Ranch/Messenger Development Deal.

Roseann Mikos was the ONLY candidate in 2000 who consistently and diligently worked to ensure the people's right to vote on these important issues—from the beginning—before it became obvious from the voter mandate on January 12, 1999 that "saving open space and agricultural resouces" is what our people value.

Mikos and her grass-roots SOAR supporters met each challenge steadfastly, on behalf of the people of Moorpark, in spite of repeated (unsuccessful) efforts to stop her and the will of the people re: SOAR and Hidden Creek by the two Anti-SOAR incumbents who failed to be re-elected in the 2000 election.

No other candidate on that 2000 election ballot—except Roseann Mikos—did anything to support the passage of SOAR and the defeat of Hidden Creek Ranch/Messenger during the 1998-1999 elections.

No other candidate—except Roseann Mikos—has continued to support SOAR since then, by supporting the legal efforts to protect and uphold the people's votes, all while the City Council majority (led by the two incumbents then up for re-election) consistently sided with Hidden Creek Ranch/Messenger in all litigation—trying to overturn the people's votes, instead of fighting for what the people voted for.

On all substantive issues, a judge ruled AGAINST Hidden Creek/Messenger, LAFCO, and the city; and, ruled FOR the people of Moorpark who supported SOAR.

This tells you that "We, the people" were correct and the incumbents were wrong. The judge even ruled that government "abused it's discretion" by inappropriately allowing annexation of the Hidden Creek land into the city, so he overturned the annexation.

Dr. Roseann Mikos was the ONLY Moorpark candidate in 2000 who would NOT allow government to abuse its discretion, just because they wanted to rubber stamp an ill-conceived developer's plan that clearly violated the public trust and the Moorpark General Plan.

Thanks for remembering that when you voted on November 7th, 2000, to elect Roseann Mikos!

Dr. Roseann Mikos is the ONE candidate most responsible for giving YOU the opportunity to decide the fate of the North Park Village (replacement for Hidden Creek) project, currently facing our city and YOU, the voters. It is expected to go to the voters some time in 2005.

"Save Our Parks" Committee

Demonstrated leadership as the ONLY candidate to energetically work to inform the public about the park mail ballot assessment in 1999.

Faced with a budget shortfall in 1999 of approximately $800,000 and park closures that had already begun, it was imperative to inform the public that Moorpark needed to re-instate a local park assessment that had been discontinued via a state-wide vote to cancel such local assessments.

70% of those voting agreed to pass the assessment, giving the City Council the flexibilty to use the assessment to pay for park maintenance over time--within strict limitations that prohibit excessively increasing the assessment in any one year without voter approval.

The City Council can reduce the assessment amount in any year if other revenue sources provide sufficient funds to cover more of the park maintenance expenses than were possible when the assessment was first enacted. The current council did reduce the assessment in 2000 by $10 per property (on average).

Regional Trails Advisory Committee

Dr. Mikos was appointed by Supervisor Howard and served from 1993-1994 on the RTAC to develop a consensus-based plan for connecting non-motorized trails (hiking, biking, and equestrian)across the county.

Happy Camp Task Force

Appointed by then County Supervisor Dougherty, Dr. Roseann Mikos served from 1982-1987 as a citizens representative to monitor and "watchdog" potential recreational development uses in Happy Camp Canyon Regional Park, the county's largest park.

Mikos has consistently advocated less intensive recreational uses that do not destroy the ecology and watershed qualities of this premier park and wildlife preserve.

Moorpark Tennis Club

Plays singles and doubles tennis on a 3.5 USTA ladies tennis team.

Helped Moorpark Tennis Club in the effort to bring the 8 new tennis courts to Arroyo Vista Park.

Environmental Coalition, Moorpark Branch

Member since ~ 1981.

Have been and continue to be a strong voice to preserve the environment, while still allowing sensible growth.

Have been Happy Camp Canyon Chairperson and served as President of local branch and Board Member of county-wide Environmental Coalition (EC) for several years until Dec. 5, 2000. Is currently a regular member (only).

Over the years have evaluated dozens of projects in and near Moorpark area and throughout Ventura County.

Have testified at public meetings to encourage sound planning and preservation policies that properly protect our air, land, and water while allowing reasonable development--that follows specified general plan guidelines and rules.

We should NOT be approving projects that consistently break our own rules for sound planning. Unfortunately, this has happened far too often since 1992--and especially from 1992-1998.

Mikos is consistently working to do something about that!

United Blood Services

Roseann Mikos is a regular blood donor several times a year, for Ventura County's blood bank: United Blood Services.

Please consider giving the gift of life (blood) to help those in need.

If you have never done it before, it is a very rewarding experience and is desperately needed at any time of the year. It is also good for your own health to donate blood.




Holy Cross Church

Roseann Mikos has been a parishioner at Holy Cross since 1981.

Mikos helped with fund-raising during the last building campaign to enlarge the church and build the two new office buildings.
