Dr. Mikos is the leader of the Moorpark SOAR effort, co-author of the Moorpark SOAR initiative, and co-architect of the strategies needed and successfully applied to (1)qualify the Moorpark SOAR for the ballot and (2)get Moorpark people the right to vote on both SOAR and the controversial and ill-advised Hidden Creek Ranch/Messenger Development Deal.
Roseann Mikos was the ONLY candidate in 2000 who consistently and diligently worked to ensure the people's right to vote on these important issues—from the beginning—before it became obvious from the voter mandate on January 12, 1999 that "saving open space and agricultural resouces" is what our people value.
Mikos and her grass-roots SOAR supporters met each challenge steadfastly, on behalf of the people of Moorpark, in spite of repeated (unsuccessful) efforts to stop her and the will of the people re: SOAR and Hidden Creek by the two Anti-SOAR incumbents who failed to be re-elected in the 2000 election.
No other candidate on that 2000 election ballot—except Roseann Mikos—did anything to support the passage of SOAR and the defeat of Hidden Creek Ranch/Messenger during the 1998-1999 elections.
No other candidate—except Roseann Mikos—has continued to support SOAR since then, by supporting the legal efforts to protect and uphold the people's votes, all while the City Council majority (led by the two incumbents then up for re-election) consistently sided with Hidden Creek Ranch/Messenger in all litigation—trying to overturn the people's votes, instead of fighting for what the people voted for.
On all substantive issues, a judge ruled AGAINST Hidden Creek/Messenger, LAFCO, and the city; and, ruled FOR the people of Moorpark who supported SOAR.
This tells you that "We, the people" were correct and the incumbents were wrong. The judge even ruled that government "abused it's discretion" by inappropriately allowing annexation of the Hidden Creek land into the city, so he overturned the annexation.
Dr. Roseann Mikos was the ONLY Moorpark candidate in 2000 who would NOT allow government to abuse its discretion, just because they wanted to rubber stamp an ill-conceived developer's plan that clearly violated the public trust and the Moorpark General Plan.
