About Dr. Roseann Mikos

• 29-year Moorpark resident and homeowner.
  
  
• Councilmember who lives in Eastern Moorpark (Campus Park West area).
  
  
• A lifelong educator (30+ years) who has worked at all levels from Kindergarten through University; and for numerous private business, industrial, and military clients.
  
  
• A career business woman who operates two businesses out of her home, a training, education , and proposal development consulting practice (since 1983) and an internet related direct marketing business (since 1999).
  
  Her consulting practice involves developing training and performance support programs for business, industry, government, or military clients. Part of her practice also involves proposal and grant writing.
  
  
• From 2005 to present: wrote or participated on a team in writing winning grant, contract, or award applications for a variety of California non-profit or for-profit business clients worth more than $21 Million to the collection of organizations, including:
  




• Homeless Per Diem Program to provide 20 beds for homeless veterans at a regional non-profit corporation's residential facility, plus a van to help transport veterans to supportive services (from U.S. Dept. of Veterans Affairs).
  
  
• Even Start Family Literacy Grant for an elementary school in Los Angeles County, CA; funded by the California Dept. of Education.
  


• Distinguished School Award from the California Dept. of  Education for an elementary school in Orange County, CA.
  


• Markley Cove Concession, awarded by the U.S. Bureau of Reclamation for one of the concessions at Lake Berryessa, CA.
  


• Targeted Year Round Overnight Emergency Shelter Program For Families, funding 24 beds for a homeless provider in the City of Los Angeles, CA (from the Los Angeles Homeless Services Authority).
  


• Jobs Through Education Support and Training in Child Care Careers Grant funded by First Five (Los Angeles) to an LA area non-profit corporation
  


• Locally from 1999 - 2005: wrote winning grant applications for Moorpark College worth more than $6 Million to the college and local community.

• Served as Moorpark College's first full-time grant writer in the 2000-2001 academic year; and, again from August 2002 through August 2005, until the budget crisis at the Ventura County Community College District forced her lay-off.
  
  
• Accepted a faculty appointment to be Project Director for the California Learning Community College Network Grant, a three-year grant at Moorpark College from 2001-2004 (effective August 14, 2001).
  
  Due to the state budget crisis, this grant was cancelled by the State of California after only one year.  So,  Dr. Mikos returned to her prior position as Resource Development Coordinator/Grant Writer, as noted above.
  


• Returned to her independent consultancy practice in September 2005 to provide training, education, grant/proposal development, and performance improvement consulting to both private and public sector clients.

Roseann Mikos was the ONLY candidate in 2000 who consistently and diligently worked to ensure the people's right to vote on these important issues—from the beginning—before it became obvious from the voter mandate on January 12, 1999 that "saving open space and agricultural resouces" is what our people value.

Mikos and her grass-roots SOAR supporters met each challenge steadfastly, on behalf of the people of Moorpark, in spite of repeated (unsuccessful) efforts to stop her and the will of the people re: SOAR and Hidden Creek by the two Anti-SOAR incumbents who failed to be re-elected in the 2000 election.

No other candidate on that 2000 election ballot—except Roseann Mikos—did anything to support the passage of SOAR and the defeat of Hidden Creek Ranch/Messenger during the 1998-1999 elections.

No other candidate—except Roseann Mikos—has continued to support SOAR since then, by supporting the legal efforts to protect and uphold the people's votes, all while the City Council majority (led by the two incumbents then up for re-election) consistently sided with Hidden Creek Ranch/Messenger in all litigation—trying to overturn the people's votes, instead of fighting for what the people voted for.

On all substantive issues, a judge ruled AGAINST Hidden Creek/Messenger, LAFCO, and the city; and, ruled FOR the people of Moorpark who supported SOAR.

This tells you that "We, the people" were correct and the incumbents were wrong. The judge even ruled that government "abused it's discretion" by inappropriately allowing annexation of the Hidden Creek land into the city, so he overturned the annexation.

Dr. Roseann Mikos was the ONLY Moorpark candidate in 2000 who would NOT allow government to abuse its discretion, just because they wanted to rubber stamp an ill-conceived developer's plan that clearly violated the public trust and the Moorpark General Plan.
